The Gram Republic was a state that ruled over most of Gramtir. It was founded in 3421AA when the Republic City-States of Eastern Gram allied to form what will become the Gram Republic.

History


Foundation (3421-3491)

After 3120, when the Republic of Emudor had been conquered by the Mulmac magocracy, the city elite was exiled in the Gram marshes. There their democratic values spread quickly between the Gram marsh clans. They began electing their Clan chief (Nireshu). The Emudor Exiles helped them organize and a council to oversee all the tribes was elected. This first Marsh Council organized an army and declared war to the Akretigram Kingdom stopping the conquest of their land. This helped them fend off the expansion of the Gram kingdoms. After the year 3200 the eastern coast cities became republics one by one, under the pressure of the merchants (who mostly came from the marsh tribes). In 3421 the eastern cities and the marsh tribes grouped under a single Republic. This new centralized state was formed of a central senate of one elected members from each city council and twelve elected members from the Marsh Council.

Expansion (3491-3681)

In 3491 the newly founded Republic attacked the Akretigram Kingdom pushing the border southwards, conflicts continued until 3511 when Akretigram was fully conquered. Alera was conquered in 3498. The Republic supported rebellions in the city Gir and Ctigram kingdom, which were respectively annexed in 3598 and 3601.

Politics


The Gram republic worked as a multilayered federal state. The system was designed to accommodate the sedentary,semi-nomadic or nomadic lifestyle of different groups. Its main subdivisions were of two kinds Cities and Clans. In both cases citizens could elect representatives. Every citizen was allowed to vote, however to have any political function a citizen had to be considered "competent". Competency certifications were given after an examination by schools across the Republic or Majenehesa councils. The examination was only on basic writing and counting skills, to ensure that officials could read, write and execute standard bureaucratic tasks.

City

A City was a subdivision of the Gram Republic where citizenship was granted to every tax paying resident. They were often urban centers but owned also large pieces of rural land. Election were organized every two years to elect a City Council, the number of members varied between each city. Voting laws varied from city to city, in some they were restricted to land owners, while other voting power depended on tax payed.

Clan

Clans were a subdivision with an hereditary citizenship law, as in cities people were granted citizenship if older than 19. Even if citizenship inside a clan was most often hereditary, it could also be granted by majority vote of the Majenehesa. They were large families, most were said to descend from any of the first members of the Marsh Council. Each Clan had jurisdiction only over its people. The Nireshu of each Clan (the clan's chief), was elected by all the Clan's citizens every ten years.

Each clan had three assemblies, the first was the Chemelesa, which was made of all the Clan's citizens. The Chemelsea assembled when a new law was proposed or a Nireshu had to be elected (every ten years). The voting proceeded with a majority voting. The voting was in general by hand raising for laws and secret for the Nireshu. The assembly was considered valid if attendance was more of 30%. Most often it assembled no more than once a year, to vote for multiple laws.

The Clan was structured in a number of arbitrary Tribes, which were designed based on geography (where Clan citizens lived). In each Tribe a number of competent citizens was chosen at random (the number was decided by the Preasjentui as to accommodate the administrative necessities of the Tribe). The Majenehesa had a mandate of four years, the members had to complete a number of tasks. First, each year they had to send a census of their Tribe to the Nireshu, they also had to assure communication of new laws to their Tribe, they also had to ensure the application of the Clan's laws in the Tribes, they also had to collect taxes from the citizens. Majenehesa were compensated for their service. The Majenehesa elected ten members to become the Ek-Mejenehesa, they formed the leading council of the Majenehesa.

One Tribe was randomly chosen every two years, their Ek-Mejenehesa would travel to the Clan's headquarters/capital, there they would form the Prasjentui together with the Nireshu and 9 other magistrates (chosen by the Nireshu). The Preasjentui was the executive assembly and was in charge of day-to-day administration of the Clan and proposing laws for the Chemelsea to vote.

Marsh Council

The Nireshu gathered to form the Marsh Council. The council voted to make decisions and settle disputes between Clans. Every five years the Marsh Council decided how to redistribute land and tasks between each Clan. Based on the census and harvest of each Clan. For this task each Clan census and the Lodreiujo reports were collected. This was used to attribute value to land owned by each Clan. This was foremost to assure land rotation for agriculture and prevent inequalities between Clans. All land cultivated for more than ten years was left to fallow for the following five years. Each Clan came with propositions for their eventual resettlement plans. Moreover, in most cases, previously unused land was distributed to Clans with free labor force. Struggling Clans could receive tax exemptions and high value land. If Clans had to leave land they could receive compensation based on the value added from when when they received it. Clans would also be given labor intensive tasks, payed by cities or the Gram Government. This redistribution allowed for coordination of population movements and lessened disputes between Clans.

Gram Senate

The Gram Senate was composed of all the Marsh Council and City Councils. The number of seats was distributed to have half of the senators from the Cities and half from the Clans. The senate voted on decisions affecting the whole Republic, such as going to war or changes in the political system. They voted for the nomination of Lodreiujo officials and Archimages. They could also, with a 2/3 majority, fire any political official from the Government, the Lodreiujo, the Army or the Senate itself.

Great Maraad-Befki and Gram Government

The Great Maraad-Befki was the leader of the Gram Republic. The election was held every 10 years, every citizen of the republic was allowed to vote (cities and clans). The Maraad-Befki was helped by 6 ministers (three from the cities, three from the clans). The two Archimages also counseled the Maraad-Befki and were given responsibility over magic matters in the republic. These nine formed the government of the Gram Republic.

Lodreiujo

The Lodreiujo was the judiciary and military system of the republic. Its officials were nominated by the Gram Senate. The republic was divided in provinces, each one had a Lodreiujo Office. It was the main judiciary court and dispatched judges to all the province if necessary. It also commanded the Lodreiujo Arms, the local law enforcement. It was also a task of the Lodreiujo to conscript soldier for the Republic Armies. The Lodreiujo also oversaw the census data from the Majenehesa and City Councils.

Gram Founding Army

The Generals of the Gram Founding Army were elected by the soldiers, they held their position for life. In war time each Clan or City had to contribute to the effort with personnel or equipment. They were subordinate of the Government and the Senate and could only take arms if the senate had voted in favor and the Marrad-Befki had given the order.
